  25. Ok... I agree that politicians can be difficult (if not impossible :)
  26. to understand, but I thought I was quoting the final version of the
  27. bill.  thomas.loc.gov has 5 versions of the bill online, including
  28. ammendments.  I was under the (possibly incorrect) assumption that all
  29. final amendments were included in what I quoted.
